may be nvm related

/.nvm/versions/node/v10.11.0/lib/node_modules/change_oc: Appears to be a git repo or submodule.
npm ERR! git     /home/austin/.nvm/versions/node/v10.11.0/lib/node_modules/change_oc
npm ERR! git Refusing to remove it. Update manually,
npm ERR! git or move it out of the way first.

Workaround

removing the directory before install seems to resolve the issue e.g.

rm /home/austin/.nvm/versions/node/v10.11.0/lib/node_modules/change_oc
