Description

Local code changes for Fedora migration tooling may be useful to the community at large. Depending on changes, we should contribute these upstream if possible. See https://gist.github.com/cjcolvar/39f1290323373499bb86de0981ba6f27 and fcrepo-exts/fcrepo-upgrade-utils#55.

It's possible there will be more as we continue to test migration, but here responding and working through the linked issue to get the change in is the objective.
