Support for openapi v3

The openAPI 3 spec differs from swagger (openAPI v2).

I wanted to open this issue to discuss if/how rapiclient could/should support openAPI v3.

This can downgrade OpenAPI v3 to v2 https://github.com/LucyBot-Inc/api-spec-converter

@daniel-fahey even can downgrade version, I think it would better to support each version.

I am interested in updating this to openapi v3, as well as moving to httr2. Has there been any work done on this? Any advice? Is it different enough to warrant a new package?
