新增加一个数据中心，数据中心部署BFE集群后，并新增加BFE实例池和BFE集群。

然后在产品线中新增加新数据中心的实例、子集群。在编辑集群时无法识别到新增加的BFE集群。必须需要新增加集群，子集群调度才能看得新增加的BFE集群。
