Migrate from container to artifact registry #3936

GCP is deprecating Container Registry and migrating to Artifact registry. Container registry will be shut down March 18, 2025. We don't use Container registry but we have a few old datasette images saved there:

@jdangerx is it ok to delete these images or do you need them for migrating datasette back to Cloud Run?
