Test update to python 3.13 image

Test upgrade to python 3.13, which security it complaining about in our API images being on older alpine images and have recommended upgrading to python alpine 3.13 (or ubi8)

This is to test out whether all our backend repos can successfully upgrade to 3.13. 3.14 is not planned to be officially released until 2025-10-01, so any security alerts suggesting an upgrade to 3.14 should be rejected/closed.
