Create Barebone Cesium Wrapper implementation for 3d only.

Ideally it should be reusable as lib, but likely need still some configuration.
This is intended for playground use and should not have a lot of externalities.

Maybe just a simple cesium demo app, with not much added.

With 2d this would be carmamap lib.
