Add dot to extension when determining the filename of a Download

In the method AbstractDownload.determineDestinationFile(filename, extension) it would be good if a dot is added to the extension if it is missing. The missing dot can lead to confusion as seen in switchonproject/cids-custom-switchon#82.

In a first step it has to be checked, why the dot is not already added.
