Terraform - State storage

Basic Information

Terraform needs a place to store the state when it does provisioning. This is important for the CI/CD of this repo.

Other Information

I propose to use AWS S3 as the store backup - however open to suggestions on where best to do this. If our usage is low, terraform cloud may even be good
