Techniques can be missing in API response for matrix.json that are present in all.json

For 0.12.2-BETA, techniques were missing from response to d3fend/api/technique/all.json (174 techniques) that were present int d3fend/api/matrix.json (177 techniques):

• Check specific missing techniques

  • Hierarchical Domain Denylisting
  • Homoglyph Denylisting
  • Service Binary Verification

• Add consistency checker to identify and warn/prevent any such future examples of this inconsistency before release.
