ROS bindings for the PRAC Natural-language interpreter

To run the server:

$ catkin_make
$ export PYTHONPATH=/path/to/prac/python2:$PYTHONPATH
$ rosrun rosprac pracserver.py

To run the client:

$ rosrun rosprac pracclient.py "Slice the pizza."
