New library for Import-DbaCsv

Creating a discussion on this for community consideration (and help) to consider changing the library utilized by Import-DbaCsv.

At this time we utilize the LumenWorks.Framework.IO which as of right now no longer seems to be maintained. The last published version of the library was in 2012. The source of that library is on GitHub here. Which you may note the build for that is failing now as well (according to the build badge).

We seem to be at a point now on a few issues that it is time to consider changing to a more current library that is actively maintained or create a library of our own. I'm not too fond of the latter so I think it's time to start considering others that are available.

My preferences on what the library needs to meet:

• Performance (either better or near the same that we get currently)
• Configurability that we can either hardcode to provide or if easy enough allow dynamic configurations to be possible via hashtables and such.

One library I've come across that is quite popular on StackOverflow is CsvHelper
