Electronic Health Record (EHR) data contains the largest amount of available information on human responses to medical interventions. This data could be used to learn about human responses to administered medicine.

Are there any large sets of public EHR data? Are there any python libraries to process and deal with this data?

This is a nice repository, albeit for critical care patients.
