Report bugs command

Essentially a command in Discord that allows easy creation of a bug report/issue report for Yiski to be sent off to this GitHub issue tracker and applies to an issue template

syntax would be
/report (title) (brief description)

very very brief example usage could be
/report title:help command fails to fetch data description:help command isn't displaying any commands or how the commands work
