Add a "localized" field type for observation details

iD Editor (and OSM data) supports a "localized" field type, where translations of a tag are postfixed with a : and a language code. E.g. a city might have the name tag name=London, and a translated name name:es=Londres. iD Editor has a specific field type for entering a "localized" field, which shows a UI for adding translated names and selecting the language (see https://preview.ideditor.com/release/ and create a point like a park and see the "Name" field for an example):

Mapeo Mobile should also support this field type localized to allow users to enter different translations for a field, e.g. a name of something that has a local name and a nationally recognized name.
