Add a constraint on the maximum number of nodes the instance plugins can create

To avoid creating too many VMs, the instance plugin could compare the total number of instances created in the project and refuse to create new ones if this limit is reached. Something between the expected number of VMs an instance plugin would create and the maximum quota of the project.
