This is a PR, I think to be filed against VS2022. The Solution Explorer shows no reference from GraphicsControls.Samples to the GraphicsControls library.
The only way to tell this dependency is by opening up the .csproj in text editor, which shows this:
This should probably show up under the Solution Explorer as a Project Dependency/Reference. Instead here's what VS2022 currently shows, which is confusing:
