Add assignment assets to the DB

When the assignment is uploaded (from the import) allow the user to upload any number of assets (binary files) to accompany the assignment. These files will each need to be stored in the db, and if there are files for an assignment then the export function should zip everything together and export a zip file.

Assets should be stored at an assignment, not question, level.
