irc menu by circe

With recent addition of menu to the text mode of emacs it would be handy to get dedicated irc menu by circe the same way jabber menu is supplied by jabber.el

This would improve user experience for those who prefer to use menus by providing shortcuts to most commonly used things like documentation, customize and connect. This would also improve discoverability for newcomers.

I am particularly interested in the discoverability aspect of menus.
