reason

the new user initial reputation is 1 from:
file: askbot/const/init.py
define: MIN_REPUTATION = 1

but upvote and downvote need 5 points, so nobody can vote for questions and answers.

I suggest change MIN_REPUTATION to 100, so new users can Explore the system.
