Perhaps, this forum is not the right one for this question; but, it appears to be the "closest". There is the pyrlp repository for RLP encoding and decoding. Then, there is the pydevp2p repository for ÐΞVp2p Wire Protocol that uses RLP as its underlying protocol. Finally, there is the Ethereum Wire sub-protocol on top of ÐΞVp2p Wire Protocol.

I located eth_protocol.py. However, just curious to know, if there was a stand-alone implementation of the Ethereum Wire Protocol?
