Evaluate notification settings for kits not sending data

I have been getting complains from users that have kits, which seem to get disconnected from the network rather frequently, although they are not losing any data because of the flash system. They are getting quite a few notifications, but they could be considered "false positives".

Let's discuss here. I suggest describing here the job about how the check work first, and then identify where could we make changes. @timcowlishaw can you help on that (not right now, but probably later on mid-Feb)
