As we have more and more datacap allocated, the data currently sealed in each region, however, due to the cost of bandwidth in some regions. Some datacap is stored within the same reigion,e.g. Asia, EU, NA.
We need to setup a global distributed system for data transfer. It is not part the lotus system. It is more like a temporary cache node for file delivery.
2. Why is this issue important?
We cannot avoid the data stored in limited regions if we do not have global distributed node. It won't be good for decentralized and disaster recovering.
3. Tasks
Find 1 candidate in EU and 1 candidate in Asia
MInimum bandwidth request is 1GB
Installed IPFS
account/credential to allow the Fileplus/Community user to upload data

Please provide more details on what exactly the nodes will do and how.
We define "User" as but not limit to the following group:
Who use IPFS node for transfer large data ,e.g >1Tb
Who distribute .car file for distributing offline deals to storage providers
Who has data in one region but want to have some kind of data distributed in another region
Blockchain project like NFTs, videos using IPFS as agent to backup to filecoin network
Those users are the IPFS node suppose to support.
They need to submit the application to get the access.
We also need some kind of control of quato per user monthly usage.(Not sure if it supported by IPFS, need IPFS team help)
Some transport nodes are necessary, I can deploy IPFS nodes in Singapore!
