We are running config:import twice. I don't think that is necessary.

I wonder if this is a stopgap to deal with #37

Stumbled upon https://architecture.lullabot.com/adr/20230929-drupal-build-steps/
Looks like there are other reasons to import config twice as well. If so we should document.
