Some cards can just eat up all political credit

Some cards, like direct air capture, and the others that have more levels, they can just eat all your "political capital*, even if you have several 100s when you tap and hold them up. Then, if you briefly lift it up and let go, and then try to lift it up again, it can't eat all you political capital.

I suspect it's a bug that all the political capital can be drained that way.
