If I enact indigenous sovereignty, then that should lock militarized conversation. However, if I with enacting malthusian curriculum (thus unlocking militarized conservation) until after enacting indigenous sovereignty, then militarized conservation is not locked, and so I can enact these two policies, which I think were supposed to be mutually exclusive, so I think that's a bug.
Also, I can only abolish zoos if I enact meatfree mondays, but not if I go straight for vegetarian / vegan mandate. Not a programming bug as such, but from game logic and political perspective, I'm not sure that makes sense.
