Add a description field in the db for council

[Equasa]

We got Councils on F-sektionen. But we need to be able to understand what they do and studd. Therefore I need you to add a description field to the Council_DB.

It should be written in a council_model.py file under models in our backend.

We need to be able to store a description. Look how this is done in some other route and try to figure it out.

What needs to be done?

1. Add a field to the model.
2. Add correct parameters to the field so that it is regulated (can be found by looking at other tables).
