I think you just need to change the x and y positions of the outer line point with cosinus and sinus respectively (according to the angle, in radians, you want it to be). It should just require some simple trigonometry to work.

You are basically converting to plane polar coordinates in this case as x = r*cos(angle) and y=r*sin(angle).
