rpm build from source #492

For sanity the INSTALL.md file should provide instruction about how to build rpm package from source of the git repo and from the spec file provided.

It could be done in a different file like INSTALL_rpm.md

If possible, it would allow automatic build in fedora copr or other automated build infra.
