Question about electrical wiring for nc switch #1264

Many users connect the nc switch to the gnd and signal reading line when it is connected. But if $5=1 is the pull down connection setup, wouldn't you connect +5v to the signal readout line? I am a beginner and would appreciate it if you could explain this to me.
