Deleting the last mdm resource on a partition does not clean up the last golden resource #6618

1 Enable partitions.
2 Enable MDM
3 Create a resource on one of the partitions (only 1 though)
4 Delete the resource

Expected

Golden Resource linked to the deleted resource should also be removed

Actual

Golden Resource remains
