ci: in the semantic release workflow, create a new release branch by default #17672

Create a new release branch so additional releases can be made from the starting point of the release of a minor version.

We expect to support this functionality in transition only. Eventually we will shift to a mainline-only release process.

This PR requires #14967 to merge first before it can be worked.
