[FEATURE] Create a seeds task to have initial data on the db for development

Its hard for contributors to poke around the project and look around the aplication without some example data in the database.

Describe the solution you'd like
Create a script that populates houdini_development database making it easier for new contributors have a look around the project and possibily speeding up running smoke tests.
