Webpacker 6 is in beta 3. We should probably begin the process of moving to it as documented at https://github.com/rails/webpacker/blob/master/6_0_upgrade.md.

NOTE: Storybook uses our webpacker configuration so the process will not be as simple as described at the upgrade guide.
