I'm running Linux Mint 22 (based on Ubuntu 24.04) and the shipped version of VLC using VDPAU doesn't decode video, even though playback works (I hear audio and the cursor advances). A flatpak build of VLC which does support VAAPI decodes successfully on this same hardware & installation.
I see there is another issue open for broken VAAPI but the VLC logs on that one suggest it's not the same thing.
