In fheroes2, the boats of the player who has just been eliminated are still considered to be his possession.
It's the same in the original game.

I suggest that these boats be marked as neutral.
As the player has been eliminated, it should be possible to summon these boats with the Summon Boat spell.

In fheroes2:
The two boats on the bottom left belong to the red player.
One was built in the shipyard of the red player's city, then embarked and moved by a red player hero.
The other was built in the shipyard of the red player's city, then moved with the Summon Boat spell by a red player hero.
