Add a continuous integration github action

Context

What is the related feature? What is the motivation for implementing this improvement?

There are component wise tests written so it'll be great if there's a CI action to make sure no breaking changes are there. This will also make PR review easier. A lot of new PRs will be there in the consequent time due to GSoC so I guess this feature will be a decent safety net for the project.

Adding a Github action. Yes.

How will you know if this change is successful? What specific metrics are relevant and how do you expect them to change?

The action approves the merging of correct PRs
