Describe the bug
Failed to build because of the unresolved Gradle plugin

To Reproduce
Just need to use this plugin:

plugins {
    `java-library`
    `maven-publish`
    id("com.diffplug.spotless") version "6.25.0"
}

Log

FAILURE: Build failed with an exception.
