Either as a standalone package or saved in adequate corresponding packages

The stats supplied could include number of blocks mined per address, number of transactions processed, hashrate mining to the node, number of rpc requests received, bytes sent / received etc... etc... all since kaspad start time (so no database is needed).

Can be used to close #2012 and #1905
