APIRule v1beta1 removal

Description

APIRule v1beta is deprecated and scheduled for deletion on mid May of 2025. API Gateway 3.0.0 will introduce APIRule v2, which is considered stable production ready version. Starting from end of March of 2025 direct migration to v2 will be possible.
APIRule v1beta1 needs to be removed from source code of API Gateway controller. With drop of v1beta1 kubernetes storage version will be switched to v2. On existing installations all existing APIRules need to converted to new storage version without data loss or downtime.
Ownership of not migrated v1beta1 version will be dropped, APIRule CRs will be removed, sub-resources such as Istio resources or ORY Oathkeeper Rules will not be deleted but will not be managed by API Gateway module anymore.
As a consequence of v1beta1 removal ORY Oathkeeper will not be maintained by API Gateway module. For all existing installations ORY Oathkeeper will be deleted. In case there are any Oathkeeper Rules it will be migrated out of kyma-system namespace.
