APIRule v1beta2 API proposal

Description

Propose API for v1beta2 version that integrates Istio resources to expose and secure workload. New version should not include any configuration related to ORY Oathkeeper.

API should include configuration for no_auth, jwt and ext_auth handlers, support root level configuration for service as well as per path. API should also include configuration of mutators.

Take into consideration open feature request for multiple hosts.

Reasons

Propose API that later on will be promoted and collect feedback

DoD:
- [ ] Provide unit and integration tests.

• Provide documentation.
  - [ ] Verify if the solution works for both open-source Kyma and SAP BTP, Kyma runtime.
  - [ ] If you changed the resource limits, explain why it was needed.
  - [ ] Verify that your contributions don't decrease code coverage. If they do, explain why this is the case.
  - [ ] Add release notes.
