ANDON: Non-self-registering non-admin users can't initialize the models on "go" in DDD. (Decision: DO NOT add non-admin users to teams during prep)

The Issue

• When some non-administrator accounts attempt to initialize the models on the Dynamic Decision Dashboard (click the "go" button), they encounter authentication issues which:

1. Prevent the initialization and loading of models
2. Cause the Sim UI to become unresponsive

Affected Users

• This currently appears to only affect users who are added into a team by admin from the Forio provided Epicenter management platform: https://forio.com/epicenter/
• Users who self register in the Sim UI do not appear to be affected by this issue:
  
• This means that self-registering users are able to successfully use the DDD without issue
  • Caveat: it appears that self-registering users will not be able to "Live-sync" with other users. When both an administrator account and a self-registered account are in the same "_team" world, neither is affected when the other runs the play page. They are still both able to separately use the play pages.
• This issue is also impacted by ANDON: Prepped groups with a VISN number less than 10 are not available for selection during self-registration #3310 because it prevents some users from being able to self-register with certain teams.

• @tejaspesquare believes that there has been ongoing issues with ANY Forio accounts that are created directly with Forio (not through the Sim UI or the Demo site).
• If all users of our services are registering their accounts through our project sites (Sim UI or MTL Demo), then we do not believe they will be affected by this issue.
  • (Unless we are unaware of changes from Forio's end, but we have not yet encountered anything that changes our understanding)
