Description

In the Domain Wide Footer tab. 
I entered HTML and Plain footer to test the configuration, it worked.
I removed both the footers to think about what will be final footer.
Next day, went inside, and populated both HTML and Plain footers as final.
Tested it, and it doesn't work.

Logs:

There were no error logs.

Steps to reproduce:

1. Domain wide footer tab
2. Place a test sentence as footer in HTML and Plain Text
3. Save it. Test by sending emails. Works !!
4. Delete the test sentence. Save it.
5. Test it, footer goes away.
6. Now put the real sentence or two in both the footers.
7. Test it, doesn't work.
8. Tested from SoGo, mobile clients, desktop clients. Does not work.
9. Nothing shows up in Logs
