Describe the issue

Hi all,

I'm a power platform admin for a big company. On technical issues / request I rely on an external partner. I'm completely new to CoE. At this time the CoE Power BI Dashboard is showing us completely false numbers in the report, for example the number of apps without owner showing 90 where in the reality is only 7.
My external partner wants me to believe that this is a CoE issue from the developers and not a config or setup issue. I believe not. The only way I have to verify is to ask the community if this is true or not.
