Describe the issue

While upgrading the CoE Starter Kit from version 4.13 to 4.24, we encountered a dependency issue with an environment variable. The specific environment variable causing the issue is admin_GetSecurityRolesforAllBUs.

This issue was also referenced in a closed GitHub issue, but no solution was provided.

Expected Behavior

The upgrade should proceed without any dependency issues.

Steps To Reproduce

1. Start with CoE version 4.13.

The issue was initially found in a closed GitHub issue without a solution.
The user does not have a GitHub login to log the bug.
