[CoE Starter Kit - BUG] Last Activity Date Updates Every Day, but 3 weeks behind #9536

Does this bug already exist in our backlog?

Describe the issue

The Last Activity Date on our unused MS Teams Environments updates every day to the next day, but the date is always listed as 3 weeks behind (which is rather strange). These MS Teams environments have the "exclude from inventory" attribute set in the COE Dataverse table, so they should not be indexed. The environments are also empty and totally unused.

Expected Behavior

The last activity date in the admin center should not be updating for these environments. This is preventing the built-in cleanup process form running. MS Support believes this is happening because of the COE.
