I think there is some sort of bug while using CMT tool in GCC. I have 2 different AD accounts to login into Power Platform. One is daily driver which does not have SA role but that's what i use to login into my Windows. The second account is privileged account and has SA role. When i launch cmt using PAC CLI and try to login with my privileged account, it displays the list of environments that my privileged account have access to. But once i select the environment from the list and click on 'Create Schema', i believe it uses my Windows account (daily driver without SA role) since i get 'You don't have permission to perform this action' error message.
I downloaded the CMT tool from nuget and replicated the same process but i didn't get permission error message and was able to migrate data.
