Splitting issues for #2007

* Maybe do not call `suggested plugins` 'suggested` if they are already enabled.

Possible solutions

Maybe rename 'suggested' to 'recommended'.
Change UI to make it more clear that they are already enabled. Also affects ticket Reports - make required and suggested plugins more clear #2262
