You're trying to send money to a blocked UPI ID (VPA).
Please try with another UPI ID(VPA).

I am trying to implement UPI payment but facing the above issue. @nitish24p could you please help on this.

Please check if the upi is a merchant. Sending to individual will not work

I already have a MERCHANT UPI ID, but I'm facing the same issue with several other MERCHANT UPI IDs I've tried. Can you suggest a UPI that might work
