Activity indicator doesn't trigger on start

To demonstrate buggy behavior, setup a guest that spams a message at 50ms intervals for a couple seconds, then pauses for ~10s. The graph view activity indication should highlight at the beginning of the activity spam, but only briefly highlights at the end.
